Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel Owner/Operator failed to complete the required Annual Inspection by the vessels anniversary date of October 14, 2023. Inspection was required no later than January 14, 2024. Vessel's COI has been deactivated until Annual Inspection has been completed.

If your vessel is not operated on international voyages and does not meet the conditions in paragraph (d) of this section, it must undergo a drydock and internal structural examination as follows unless it has been approved to undergo an underwater survey (UWILD) per § 176.615 of this part: (1) A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years; and (2) A vessel that is exposed to salt water not more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural examination at least once every five years.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspection of electrical equipment and systems. Vessels electrical system was not operational and the following systems could not be inspected: (Including but not limited to) - Navigation lights, Sound signaling, VHF Radio, Bilge High Level Alarms, Automatic Bilge Pump Indicators, etc... Vessel must have annual inspection completed prior to carrying passengers.

46 CFR 16.210 - No marine employer shall engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer. Evidence of preemployment drug testing could not be provided for the vessels crew, both a master and deckhand position are required by the vessels Certificate of Inspection.

46 CFR 16.230 - Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels as required by the vessel's Certificate of Inspection. Evidence of crewmembers being enrolled in a random drug testing program that meets the requirements of 46 CFR 16.230 could not be provided.

46 CFR 4.06-15(a)(1) - The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. There were no alcohol test devices on board the vessel.

46 CFR 176.810(b)(1) & NFPA 10 7.3.1.1.1 - Portable fire extinguishers must be inspected and maintained in accordance with NFPA 10 (incorporated by reference). Fire extinguishers shall be subject to maintenance at intervals of not more than 1 year. Vessel portable fire extinguishers were not annually serviced by a certified person.

46 CFR 184.402 - Except as otherwise provided, every vessel must be fitted with a suitable magnetic compass designed for marine use, to be operated at the primary operating station. Except on a vessel limited to daytime operations, the compass must be illuminated. Vessel has no magnetic compass on board.

46 CFR 183.430 - Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to propulsion machinery. Vessel had no portable battery lights on board.

46 CFR 185.520 & 46 CFR 185.524 - The master shall conduct sufficient drills and give sufficient instructions to make sure all crew members are familiar with their duties in the case of abandon ship, man-overboard, and fire fighting drills. drills and training shall be logged. Vessel had no proof that training or drills were being conducted. Vessels entire crew must conduct training and drills and log appropriately.

46 CFR 185.516(a) - Placards containing instructions for the donning and use of life jackets aboard the vessel must be posted in conspicuous places. Donning placards were not posted on board the vessel.

46 CFR 180.78(a)(5) - Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jacket s are not mistaken for adult life jackets. Child and adult lifejackets were stored together.

46 CFR 185.604(f) - The number and identification of the items stowed inside, and their sizes, must be clearly legible letters and numbers on each container for life jackets. Vessel needs to update their stowage capacity identifications for the numbers of life jackets being stowed.

46 CFR 181.520 - Portable Fire Extinguishers must be located so they are clearly visible and readily accessible from the space being protected. One of vessels portable fire extinguishers (starboard-forward)was not readily accessible due to it being strapped down due to the bracket being broken.

46 CFR 180.71(b) - A number of child size life jackets equal to at least 10% of the number of persons permitted on board must be provided. Vessel is required to have 2 child size life jackets on board. Vessel only had 1 child size life jacket on board. Passenger count is restricted to ten (10) until child life jacket has been replaced.

46 CFR180.70(d) - A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which no waterlight is required. Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion resistant clip. Vessels waterlight was not connected with a corrosion resistant clip and was inoperable due to the batteries being removed. Vessel limited to daytime operations.

33 CFR 84.02(f)(i) - The masthead light or lights or the all around light shall be so placed as to be above and clear of all other lights and obstructions. Vessels all around light sits on the railing below the canopy and is easily obstructed by persons onboard. Vessel is limited to dytime operations only untill light is properly relocated.
