Each vessel must— (1) Have permanent draft marks at each end of the vessel; or (2) Have permanent loading marks placed on each side of the vessel forward and aft to indicate the maximum allowable trim and amidships to indicate the maximum allowable draft. Vessel has painted centerline load marks port/stbd measured iaw stability letter. Vessel must make centerline marks permanent prior to next credit drydock.

(6) A suitable metal marine type strainer, meeting the requirements of the engine manufacturer, must be fitted in the fuel supply line in the engine compartment. Strainers must be leak free. Strainers must be the type of opening on top for cleaning screens. A drip pan fitted with flame screen must be installed under gasoline strainers. Fuel filter and strainer bowls must be highly resistant to shattering due to mechanical impact and resistant to failure due to thermal shock. Fuel filters fitted with bowls of other than steel construction must be approved by the Commandant and be protected from mechanical damage. Approval of bowls of other than steel construction will specify if a flame shield is required. Vsl was observed with a plastic bowl and valve attached to the bottom of the fuel filter. Vsl is required to replace fuel filter with one that meets the regulation with in 30 days. 46 CFR 182.455(b)(6) 50C

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. Vsl was observed with a smaller portable fire extinguisher (2A:10B:C) where a 40B:C should be (by the engine/fuel tank) machinery space. Vsl is required to install a 40B:C portable fire extinguisher by the outboard engine/fuel tank (machinery space/area) with in 30 days. 46 CFR 181.500(a) 50C

FCC requires vessels to possess both a Ship Station Permit and Safety Radiotelephony Certificate. The vessel does not have either; required o/o to provide evidence of compliance. Vessel restricted to operations within 1000' of shore until resolved. CITE: 47 CFR §80.13

Fire extinguishers are held in place using custom arrangement with bungees. Regulations require the use of the brackets provided for the specific fire extinguisher. Replace bungee arrangment with the correct fire extinguisher brackets. CITE: 46 CFR §181.500

The vessel is required to have a magnetic compass for steering (lighted if operating at night). The vessel does not have a magnetic compass installed. Required vessel install a lighted magnetic compass. Vessel is limited to rivers route until corrected. CITE: 46 CFR §184.402

The vessel is required to display PFD donning instructions in a public are where passengers can see it. Donning instructions are not on display. Properly post instructions on how to don the PFDs. CITE: 46 CFR §181.71

The vessel must positively lockout the overboard discharge valve for the MSD holding tank. A locking mechanism is not installed. Install a means to positively secure/lockout the overboard dischage valve for the MSD holding tank. CITE: 33 CFR §159

The vessel name in 4" block letters is required to be affixed to the port and starboard bow of the vessel. The name is not present. Affix the name of the vessel to both the bow and stern. CITE: 46 CFR §185.602

For crew safety, crew members are to be provided with a safety vest w/lifeline attached for when retrieving persons in the water. A safety vest w/line is not available. Provide safety vest and line for crew. CITE: 46 CFR §185.520
