Irrespective of build date, a vessel to which this subchapter applies must meet 46 CFR 181.405, 181.450, 181.500, 185.364, and 185.420(b), if it is not a ferry, and if it Is operating on a Coastwise or Oceans route. Vessel does not have an interconnected fore detection system and is operating on a Coastwise route. Vessel's route restricted to Limited Ccastwise until interconnected fire detection system installed. 46 CFR 175.100(c)

(a) Each vessel certificated to operate on an oceans route in cold water must (2) be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. Vessel is currently servicing a life float found during the annual inspection that was in need of servicing. Vessel currently has 01 other life float on board that has a max of 10 individuals. Vessel may continue to operate with no more than 10 indiviudals on the vessel at a time. This will remain in effect until the second life float is properly repaired to the satisfaction of the Marine Inspector. 46CFR180.202(a)(2)

The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. Vessel was unable to provide their service records for their fire-boy system. Obtain service records from the fire technician to show vessel has tested and maintained their fire system to the satisfaction of the Marine Inspector. 46 CFR 176.810(b)

A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) only on a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, other than a ferry, provided that: (3) The pump is permanently mounted. Pumps and high level alarm were found not mounted. Mount all pumps to the satisfaction of the Marine Inspector. 46 CFR 183.520(e)(3)

An adult life jacket must be provided for each person carried on board a vessel. Vessel was found with 3 life jackets that were not serviceable. Vessel must procure 3 new life jackets to reach their passenger count. 46 CFR 180.71(a)

(1) Alcohol testing must be conducted on each individual engaged or employed on board the vessel who is directly involved in the SMI. (i) The alcohol testing of each individual must be conducted within 2 hours of when the SMI occurred. Vessel's alcohol swabs were expired. Vessel must procure new alcohol swabs to the satisfaction of the Marine Inspector. 46CFR4.06-3(a)(1)(i)

Each item of survival craft equipment must be of good quality, and efficient for the purpose it is intended to serve. Vessel’s life float has tears in the flotation ring creating a negative effect in the seaworthiness of the survival craft. Must repair lifeboat to the satisfaction of the attending Marine Inspector. 46 CFR 180.175(a)(4)

Each ring life buoy on a vessel must: (2) Be readily accessible. Vessel's ring life buoy was zip tied not allowing it to be readily accessible during man overboard drills. Vessel removed the zip tie and wont place another one on, corrected on the spot. 46 CFR 180.70(b)(2)

The operator must secure each Type III device in a manner which prevents discharge of sewage. Vessel had no means of securing sewage from being discharge into the ocean. Vessel installed a securing mechanism to the system. Corrected on the spot. 33 CFR 159.7(c)

Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Vessel does not have installed detectors in required spaces by 27Dec2022. Vessel has been limited to a Limited Coastwise route until detector installation has been verified by a Marine Inspector. 46 CFR 181.405(c)

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (2 1/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. No fire buckets were onboard; operator made three buckets during inspection, but they were not 2.5 gallons. Procure 3 fire buckets of 2.5 gallons to the satisfaction of the attending Marine Inspector

Each life jacket carried on a vessel on oceans, coastwise, or Great Lakes route, must have a life jacket light approved in accordance with § 161.012 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.112. Each life jacket light must be securely attached to the front shoulder area of the life jacket. 1 Life jacket light was inoperable. Vessel is limited to 24 personnel for Coastwise routes until life jacket is repaired to the satisfaction of the attending Marine Inspector.

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in § 4.03-2 of subchapter A of this chapter shall comply with the requirements of § 4.06 in subchapter A of this chapter. Alcohol test strips were expired. Replace alcohol test strips to the satisfaction of the attending marine inspector.

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. Burn dressing was expired. Replace burn dressing to the the satisfaction of the attending marine inspector.

At each initial and subsequent inspection for certification, the owner or managing operator must be prepared to conduct tests and have the vessel ready for inspection of its fire protection equipment, including... Inspection of piping, controls, and valves, and the inspection and testing of alarms and ventilation shutdowns, for each fixed gas fire extinguishing system. Operator had ineffective method for securing ventilation during activation of pre-engineered fire protection system. Create way to secure ventilation to the engine room during activation of pre-engineered system to the satisfaction of the attending Marine Inspector. 46 CFR 176.810(a)(2)

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following:...Inspection of all machinery essential to the routine operation of the vessel including generators and cooling systems. Port engine was leaking coolant. Repair leak to the satisfaction of the attending marine inspector. Rectify deficiency by January 31, 2023 46 CFR 176.804(c)

Through hull fittings and shutoff valves shall be metal. In the case of nonmetallic hulls, materials which will afford an equal degree of safety and heat resistivity as that afforded by the hull may be approved. 2 vent pipes did not have proper through hull fittings. Submit repair proposal prior to starting work. Once proposal is approved, repair to the satisfaction of the attending Marine Inspector. Rectify deficiency during next drydock. 46 CFR 182.40-1(a)(3) "OLD T"

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Stern light did not work. Vessel repaired light during inspection. No further action is needed. 46 CFR 183.420

Each vessel that operates on the high seas must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. The EPIRB hydrostatic release unit is expired. The vessel is restricted in operations to no more than 3 nautical miles from shore until the hydrostatic release unit is replaced. 46CFR180.64

A vessel must comply with the applicable requirements for any radio installation as set forth in 47 CFR part 80. The vessel's DSC-VHF radio did not display the vessel's MMSI number or GPS Lat/Long coordinates. Provide proof of proper DSC functionality to the satisfaction of the Marine Inspector. 46CFR184.502

A vessel of more than 26 feet in length, but not more than 65 feet, must carry a minimum of life buoy of not less than 24 inches in diameter. The vessel's life buoy was not maintained. Service life buoy IAW manufacturer's instructions or replace in kind. 46CFR180.70

A vessel not required to have a power driven fire pump must have at least three 2.5 gallon buckets with an attached lanyard satisfactory to the cognizant OCMI. The vessel's fire buckets did not have the attached lanyards. The operator installed lanyards to the three 2.5 gallon fire buckets.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date:Charts, U.S. Coast Pilot or similar publication, Coast Guard Light list, Tide tables, & Current tables. Vessel did not have up-to-date the above reference items.

The name of a vessel must be marked or painted in clearly legible letters and numbers on each buoyant apparatus. The number of persons capacity must be marked or painted in clearly legible letters and numbers on each buoyant apparatus. Vessel had 02 BA without the vessel's name and capacity.

Each ring life buoy on a vessel must: Be readily accessible;Be stowed in a way that it can be rapidly cast loose. Vessel ring life buoy was not readily accessible and could not be rapidly cast loose.

Shutoff valves installed so as to close against the fuel flow. The valve handle must be shielded from flames by the same material the hull is constructed of, or some noncombustible material. Vessel's remote valve connection needs to be made with referenced connections.

Licenses for ship stations in the maritime services will normally be issued for a term of ten years from the date of original issuance, or renewal. Vessel's FCC license was expired.*Note* Inform USCG if call sign changes

Portable fire extinguishers must be inspected and maintained in accordance with NFPA 10. One (01) 40-B:C fire extinguisher was not charged. A licensed servicing agency must recharge the fire extinguisher in accordance with NFPA 10. The vessel is prohibited from carrying passengers for hire until this is completed. 46 CFR 176.810(b)(1)(i)

Vessel's EPIRB hydrostatic release expired this year and requires replacement IAW 46 CFR 180.46.

Vessel's first aid kit had expired items. Replace items IAW 46 CFR 184.710.

Vessel's copy of the Coast Guard Light List was not up-to-date. Update Light List IAW 46 CFR 184.420.

Vessel's submersible electric bilge pump located in the engine room does not have a positive shutoff valve installed at the hull penetration. Install positive shutoff valve IAW 46 CFR 182.520.

Vessel's battery installation in the engine room does not have a cover. Batteries shall be effectively screened by a cage or similiar structure to minimize danger of accidental spark across terminals. 46 CFR 183.05-20 "Old T"

Vessel's hand flares expired this year and require replacement IAW 46 CFR 180.68.

Operator did not have records of random test results and requires such documents IAW 46 CFR 16.210.

Vessel had wing-nut type fasterners on battery terminals and requires mechanical fasteners IAW 46 CFR 183.05-20(c) (Old T).

FCC Safety Radiotelephony Certificate expired and requires renewal IAW 47 CFR 80.59.

Install VHR Radio with DDSC capabilities. Have certified FCC technician test equipment and update the FCC safety certificate. 47CFR80.905

Procure 2016 Light List and Coast Pilot publications. 46CFR184.420

Provide proper amount of flares as per 46 CFR 180.68.

Replace batteries in all water lights as per 46 CFR 180.30-1(b).

Provide current coast pilot and light list as per 46 CFR 185.20-35.

Provide proof of crew enrollment in the random drug testing program.

Remove expired first aid kit supplies and add Ammonia Inhalants to the first aid kit supplies.

Renew the weak link for the 15 passenger buoy apparatus.

Install a waterlight for the 10 passenger buoy apparatus.

Make all penetrations in the bulkhead watertight.

Renew the life ring and properly label the life ring IAW 46 CFR 604(b)

Replace plastic clip (ITW Nexus Fastex #SR1) on 9 KAPOK Type I Adult PFDs IAW 46 CFR 160.060-3a. Vessel is restricted in carrying 14 passengers for hire until this requirement is resolved.

Properly label 3 Adult PFDs with the ship's name.

Provide proof of senior designation letter.
