The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests; Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10. Coast Guard Boarding Team observed both portable fire extinguishers service date expired. Vessel shall properly service prior to operations.

Whenever damage to hull plating that may affect the seaworthiness of a vessel is discovered an internal exam may be conducted in any affected space including fuel tanks, and may require the vessel to be drydocked or taken out of service to assess the extent of the damage and to effect permanent repairs. Noted minor damage to port side hull plating. Exposed fiber glass above the waterline. Provide written repair proposal to return vessel plating to original structure.

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. The required eyewash was expired and required replacement.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. A indent measuring approx. 2" in diameter was found on the starboard aft section of the hull that penetrated the laminate.
