ON A VESSEL OF AT LEAST 7.9 METERS IN LENGTH, A VISUAL AND AUDIBLE ALARM MUST BE PROVIDED AT THE OPERATING STATION TO INDICATE A HIGH WATER LEVEL IN EACH OF THE FOLLOWING SPACES: A MACHINERY SPACE BILGE, BILGE WELL, SHAFT ALLEY BILGE, OR OTHER SPACES SUBJECT TO FLOODING FROM SEAWATER PIPING WITHIN THE SPACE. MI OBSERVED ENGINE ROOM BILGE ALARM WIRED INCORRECTLY. COMPLETE REPAIRS PRIOR TO PAX.

"A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years." Vessel will be passed due for Drydock & ISE (30NOV2024). Ensure DDX & ISE are completed. 46 CFR 176.600(c)(1)

"An existing vessel must comply with the requirements of this part except as otherwise specified by this section." Vessel is missing the 8-person IBA as dictated on the COI. Ensure vessel meets the required lifesaving. 46 CFR 180.15

"(b) The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: (1) Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10 (incorporated by reference, see § 175.600 of this chapter) as amended here: (iv) The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility must perform the required inspections, maintenance procedures, and hydrostatic pressure tests. A tag issued by a qualified servicing organization, and attached to each extinguisher, may be accepted as evidence that the necessary maintenance procedures have been conducted." Vessel did not have any records of service for portable fire extinguishers or fixed fire fighting system. Ensure servicing of the above is completed. 46 CFR 176.810(b)(1)(iv)

"The master shall conduct sufficient fire drills to make sure that each crew member is familiar with his or her duties in case of a fire." Vessel did not complete the required fire drills and crew trainings within the appropriate intervals. Ensure satisfactory drills and training are conducted with crew members 46 CFR 185.524(a)

"The master of the vessel shall ensure that: Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative." Vessel did not conduct monthly tests of EPIRB. Ensure monthly tests are completed. 46 CFR 185.728(a)

"To enhance protection of life and property it is mandatory that each 406.0-406.1 MHz EPIRB be registered with NOAA before installation and that information be kept up-to-date." Vessel's registration with NOAA expired in OCT2024. Ensure EPIRB Test is properly registered. 47 CFR 80.1061(f)

A VESSEL CERTIFICATED TO OPERATE ON LAKES, BAYS, AND SOUNDS ROUTE WITHIN ONE MILE OF LAND IS NOT REQUIRED TO CARRY SURVIVAL CRAFT. DURING THE COLD WATER PERIOD, WHEN OPERATING BETWEEN NOVEMBER 01 TO THE FRIDAY PRIOR TO MEMORIAL DAY WEEKEND, VESSEL OPERATIONS ARE RESTRICTED TO LAKES, BAYS, AND SOUNDS WITHIN ONE (01) MILE OF LAND WHEN CARRYING GREATER THAN SIXTEEN (16) TOTAL PERSONS ON BOARD. ALL OTHER CONDITIONS OF VESSEL COI SHALL CONTINUE TO BE STRICTLY ADHERED TO. 705-C - RESTRICTING OPERATIONS - ROUTE DEPENDENT ON POB 46CFR180.207(d)

A pre-engineered fixed gas fire extinguishing system must: ....... (3) Automatically shut down all power ventilation systems and all engines that draw intake air from within the protected space; and (4) Be installed in accordance with the manufacturer's instructions. Vessels pre-engineered fixed gas extinguishing system failed to shut down engines and power ventilation. 46 CFR 181.420

Vapor barriers. Vapor barriers must be provided where insulation of any type is used in spaces where flammable and combustible liquids or vapors are present, such as machinery spaces and paint lockers. Vessel has multiple penetrations located aft of the engine room through the bulkhead. 46 CFR 177.405(e)

At each initial and subsequent inspection for certification .... make available for inspection all items in the ship's outfit, such as ground tackle, ... and equipment, markings, and placards, w...., as necessary to determine that they are fit for the service intended. Prior to the use of the A-Frame davit, the vessel must conduct a weight test. 46 CFR 176.816
