Certificates issued under the authority of a Contracting Government shall be accepted by the other Contracting Governments for all purposes covered by the present Convention. They shall be regarded by the other Contracting Governments as having the same force as certificates issued by them. FEACT notified by FCC that vessel did not have radio surveys for SOLAS SLR conducted by FCC certified or authorized technician. Complete SLR Survey and Bridge to Bridge survey and forward to FEACT for clearance.

Where the emergency source of electrical power is a generator, it shall be, started automatically upon failure of the main sources of electrical power supply and it shall be automatically connected to the emergency switchboard. During annual exam EDG emergency switchboard B/T breaker did not closed after EDG started.

Resolution: Ships force troublshot emergency switchboard and found bad timer relay. Witnessed three satisfactory test after replacement of new relay.

Before the ship leaves port and at all times during the voyage, all life saving appliances shall be in working order and ready for immediate use. Identified the following issues with vessel’s rescue boat: (1) Prove battery is marine grade or replace (2) STBD rub rail FRP fracture IWO of ratchet securing strap (3) lifting bridle missing inspection tag and excessive corrosion IWO cable termination fittings. Additionally, due to excessive amount of water found in hull, verify rescue boat “A” weight post replacement. 74 SOLAS(2020) III/20.2
