A vessel that is exposed to salt water not more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural examination at least once every five years. Vessel was due for drydock examination on 31DEC2025 and has yet to receive a drydock exam. 46CFR176.600(c)(2)

46 CFR 180.70 (2) A vessel of more than 7.9 meters (26 feet) in length, but not more than 19.8 meters (65 feet), must carry a minimum of one life buoy of not less than 610 millimeters (24 inches) in diameter. MI observed grab line deteriorated rendering the life buoy not serviceable. Vessel shall replace life buoy to satisfaction of USCG Marine Inspector.

46 CFR 181.610 A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant [name withheld] observed that one fire bucket was missing lanyard. Vessel Shall install lanyard on fire bucket to the satisfaction of USCG Marine Inspector.

46 CFR 15.401 (c) A person may not employ or engage an individual in a position required to hold an MMC unless that individual maintains a current medical certificate. MI was not able to verify that the [name withheld] had a valid medical card. 705: [name withheld] needs to provide proof of valid medical card to USCG Marine Inspector prior to operating as a Master with passengers on board.

Propulsion machinery must be...installed and capable of operating at constant marine load. During operational test of the main engine, the engine constantly shut off while idling. Prior to restarting fuel filter had to be bypassed and fuel system primed. 46 CFR 182.200(a) 701 c

A vessel must be provided with a main steering gear that is of adequate strength and capable of steering vessel at all service speeds. During operational test of steering gear, excessive effort was observed to steer the vessel. 46 CFR 182.21 (a)(1) 701 c

All cable and wire must: Be installed with metal supports spaced not more than 610 millimeters(24 inches) apart, and in such a manner as to avoid chafing and other damage. The use of plastic tie wraps must be limited to bundling or retention of multiple cable installations, and not used as a means of support, except that on vessels of not more than 19.8 meters (65 feet) in length, installations in accordance with paragraph 14.h of ABYC E–8 and paragraph 15.h of ABYC E–9. Cable and wire for power and lighting circuits must: Meet Section 310–13 of NFPA 70 except that asbestos insulated cable and dry location cables may not be used; be listed by Underwriters Laboratories (UL), as UL Boat or UL Marine cable; or meet § 111.60–1 in subchapter J of this chapter for wire. Each connection to a conductor or terminal part of a conductor must be made within an enclosure and have either:a pressure type connector on each conductor; a solder lug on each conductor;a splice made with a pressure type connector to a flexible lead or conductor; or a splice that is soldered, brazed, or welded to a flexible lead or conductor. The owner, charterer, master or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency including, but not limited to, the emergency instructions listed on the emergency instruction placard required by § 185.510 of this part.
