Bilge piping system: (c) Except when individual pumps are provided for separate spaces, individual bilge suction lines must be led to a central control point or manifold and provided with a stop valve at the control point or manifold and a check valve at some accessible point in the bilge line. A stop-check valve located at a control point or manifold will meet the requirements for both a stop valve and a check valve. Bilge manifold connected to fwd stbd crash bulkhead is leaking. Repair to satisfaction of USCG.

Navigation lights: All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. Anchor light is wasted.

Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. Port generator is in the process of replacing raw water pump impeller. Generator to be repaired to original within 7 days. 46CFR182.100

A suitable hull strainer must be installed in the circulating raw water intake line of an engine cooling water system. Port side fwd engine raw water strainer is cracked on bottom plastic casing. Replace strainer casing within 7 days. 46CFR182.420(a)(2)

A person may not employ or engage an individual in a position required to hold an MMC unless that individual maintains a current medical certificate. [name withheld] could not show proof of a valid medical cert. Provide proof of medical cert prior to operating under MMC.

The owner or managing operator must provide satisfactory evidence of the required servicing to the [name withheld] fireboy pre-engineered fire suppression systems maintenance could not be verified during inspection. Provide proof of servicing.

All escape hatches used as a means of escape must be marked on both sides in clearly legible letters at least 2" high: EMERGENCY ESCAPE, KEEP CLEAR. Engine room escape hatches not labeled in engine room. Provide proper labeling.

Spanner wrenches must be provided where 1.5" diameter firehose is required. Spanner wrenches not provided. Provide spanner wrenches for both hose stations.

The stability letter must be posted under glass or other suitable transparent material such that all pages are visible at the op station. Stability letter not posted at op station. Post stability letter.

If the first aid outfit contains expiry-dated items, the date of expiry shall be marked on the outside of the container. Dates of expiration not listed on outside of container. Properly label.

Vessel logs were not available for review at the time of inspection. Prepare/provide adequate logbook to CG MI denoting required weekly and monthly checks IAW 46 CFR subchapter T. 46 CFR 185.728, 520, 524, 702.

Spanner wrenches must be provided where a 40 millimeter (1.5 inch) diameter firehose is required by § 181.320(b). Existing vessels as of July 22, 2016 have 180 days to comply with this requirement. The two fire hose stations are missing spanner wrenches. Provide spanner wrench for each 1.5 hose station. 46 CFR 181.310

Guards for exposed hazards. An exposed hazard, such as gears or rotating machinery, must be properly protected by a cover, guard, or rail. The two electric bilge and fire pump couplers are exposed creating a hazard to the crew. Install guard for all pump couplings.46 CFR 177.960

The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: (1) Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10 (incorporated by reference, see § 175.600 of this chapter) as amended here: (i) Certification or licensing by a state or local jurisdiction as a fire extinguisher servicing agency will be accepted by the Coast Guard as meeting the personnel certification requirements of NFPA 10 for annual maintenance and recharging of extinguishers. The portable fire extinguishers are past due for their annual service. 46 CFR 176.810

Stability letter. When, in accordance with § 178.210 of this chapter, a vessel must be provided with a stability letter, the stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. If posting is impracticable, the stability letter must be kept on board in a weathertight container readily available for use by the crew and display to passengers and others on request. Vessel's Stability Letter is not posted properly. Post vessels stability letter at the operating station.

Each battery used in an item of lifesaving equipment, except inflatable survival craft equipment, must be replaced during the annual inspection if the expiration date of the battery has passed. The expiration date of the battery may be marked on the battery or the owner or managing operator may have a record of the expiration date from the manufacturer of a battery marked with a serial number. The batteries in the vessel buoyant float light for the life ring buoy are more than 12 months old replace with new batteries. 46 CFR 185.726

Portable lights Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. No portable flashlights were onboard. Provide two flashlights one for the operating station and one close to the machinery spaces. 46 CFR 183.430

Public address systems. (a) Except as noted in paragraphs (d) and (e) below, each vessel must be equipped with a public address system. (b) On a vessel of more than 19.8 meters (65 feet) in length, the public address system must be a fixed installation and be audible during normal operating conditions throughout the accommodation spaces and all other spaces normally manned by crew members. (c) A vessel with more than one passenger deck and a vessel with overnight accommodations must have the public address system operable from the operating station. (d) On a vessel of not more than 19.8 meters (65 feet) in length, a battery powered bullhorn may serve as the public address system if audible throughout the accommodation spaces of the vessel during normal operating conditions. The bullhorn's batteries are to be continually maintained at a fully charged level by use of a battery charger or other means acceptable to the cognizant OCMI. (e) On a vessel of not more than 19.8 meters (65 feet) in length carrying not more than 49 passengers, a public address system is not required if a public announcement made from operating station without amplification can be heard throughout the accommodation spaces of the vessel during normal operating conditions, to the satisfaction of the cognizant OCMI. New vessel crew forgot how to operate the PA system. Provide training and show the PA system is working on both decks, fwd & aft. 46 CFR 184.610

Protection against hot piping. Piping, including valves, pipe fittings and flanges, conveying vapor, gas, or liquid, the temperature of which exceeds 65.5 °C (150 °F), must be suitably insulated where necessary to prevent injuries. Port and Stbd engine rooms there is an exposed bracket that exceeds 150 deg F that needs to be properly insulated to protect the crew from being burned.

Emergency instructions. (a) The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. (b) Except when in the judgment of the cognizant OCMI the operation of a vessel does not present one of the hazards listed, the emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in § 185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. (c) If the cognizant OCMI determines that there is no suitable mounting surface aboard the vessel, the emergency instructions need not be posted but must be carried aboard the vessel and be available to the crew for familiarization. Update vessels emergency instructions to cover fixed fire systems onboard and provide meanes to recover a MOB onto the vessels main deck, only able to bring victim to the aft swim step. 46 CFR 185.510
