Each emergency generating set arranged to be automatically started shall be equipped with starting devices approved by the administration with a stored energy capability of at least three starts. A second source of energy shall be provided for an additional three starts within 30 min unless manual starting can be demonstrated to be effective. While testing the emergency generator, PSCO observed the #2 emergency generator battery starting bank was depleted and unable to start the emergency generator.

Every oil fuel pipe, which, if damaged, would allow oil to escape from a storage, settling or daily service tank situated above the double bottom, shall be fitted with a cock or valve directly on the tank capable of being closed from a safe position outside the space concerned in the event of a fire occurring in the space in which such tanks are situated. PSCO observed the quick closing fuel service valve for the emergency generator disconnected from the pull cable.
