Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its design limitations. MI observed lower unit removed from vessel outboard engine. Vessel representative explained the engine failed while departing home port for scheduled passenger excursion. Vessel is restricted from carrying passengers until the engine is repaired to the satisfaction of a Coast Guard Marine Inspector. 46 CFR 182.200 701 C

A vessel must be provided with a main steering gear that is capable of of adequate strength and capable of steering the vessel at all service speeds. Steering gear unable to move to port. Affect repair(s) to steering capability of engine to enable full rudder control. No carriage of passengers until steering gear tests witnessed by USCG Inspectors.

Except on a vessel limited to daytime operations, the compass must be illuminated. Magnetic compass does not illuminate. Replace existing compass with compass capable of illuminating for any length of time after sunset.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date tide tables; and current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority. Vessel did not have tide tables or area of operations charts or publications. Obtain a copy of area of operations chart or publication, and current tide tables.

Except as provided in § 173.17, no person may use a vessel to which this part applies unless:(1) It has a number issued on a certificate of number by the issuing authority in the State of principal operation; and (2) The number is displayed as described in § 173.27. Operator did not have a copy of state registration on board.

47 CFR 80.13 (a) Stations in the maritime service must be licensed by the FCC either individually or by fleet. Vessel has no FCC license. Vessel disconnected vhf radio and will apply for FCC license.

Vessel exempt by regulation for certificate of documentation however must have a valid state registration, current state registration is expired. Obtain and provide copy of state registration.

A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. Floating waterlight inoperable, replace prior to operating at night. 46 CFR 180.70 (d)

For vessels having a square bow, the name of the vessel must be marked on some clearly visible exterior part of the bow in a manner to avoid obliteration. The name and hailing port must be marked on some clearly visible exterior part of the stern. Vessel not marked with name. 46 CFR 67.123

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape in case of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel suffered severe hull and structural damage during Hurricane Beryl affecting seaworthiness and safe operation. Affect repairs bringing the vessel back to safe operational and seaworthy condition to the satisfaction of a US Coast Guard Marine Inspector. 46 CFR 177.100 701 C
