A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford adequate precaution against hazards that might endanger the vessel and the persons being transported. STA [name withheld] reported that conducting a vessel examination it was identified that the 10-B-C Portable Extinguisher for the operating station was exhausted and or had no charge, therefore not operating in accordance to regulation or required adequate precautions established on their COI for portable fire extinguishers. 46 CFR 185.100, COde 17.

The number must be permanently affixed to the vessel so that alteration, removal, or replacement would be obvious. If the official number is on a separate plate, the plate must be fastened in such a manner that its removal would normally cause some scarring of or damage to the surrounding hull area.
