Except as noted in paragraph (c) of this section, stations in the maritime service must be licensed by the FCC either individually or by fleet. Issued station license lists an MMSI number that does not match the radio MMSI. Further call sign listed on the FCC radiotelephony certificate does not match station license. Correct radiotelephony certificate call sign, update radio MMSI number and call sign based on issued station license. 47 CFR 80.13

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date U.S. Coast Pilot or similar publication. Coast Pilot not onboard for inspection. Provide up-to-date Coast Pilot.

If the first-aid outfit contains expiry-dated items, the date of expiry shall be marked on the outside of the waterproof container, or visible through the container. Expiration dates were not listed on the outside of the first-aid kit. Provide expiration dates.

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so that child life jackets are not mistaken for adult life jackets. 3 child life jackets were being stowed with adult life jackets. Separate child life jackets and properly label new stowage location.

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions were not mounted at the time of inspection. Properly mount instructions.

Each survival craft must be visually inspected weekly to ensure its readiness for use. Each survival craft must be inspected monthly, using the manufacturer's instructions to make sure it is complete and in good order. Portable extinguishers must be inspected IAW NFPA 10. Monthly and weekly survival craft inspections and monthly portable inspections were not being conducted.

An inflatable life raft or inflatable buoyant apparatus must be serviced at a facility specifically approved by the Commandant for the particular brand, and in accordance with servicing procedures meeting the requirements of part 160, subpart 160.151, of this chapter - (1) No later than the month and year on its servicing sticker affixed under 46 CFR 160.151-57(n), except that servicing may be delayed until the next scheduled inspection of the vessel, provided that the delay does not exceed 5 months...Vessels life raft is past due for the required annual service. Place onboard an approved and up to date inflatable buoyant apparatus iaw with vessels COI prior to carrying more than six passengers. 46 CFR 185.730

Fuel shutoff valves. Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. Vessels emergency fuel shut off valves are not labeled. Properly label emergency fuel shut off valves port and stbd. 46 CFR 185.608

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible, U.S. Coast Pilot [name withheld] List, Tides, and Current tables. Vessels Coast Pilot [name withheld], and Tide tables are out of date. Provide appropriate 2023 nautical publications for all areas of operation. 46 CFR 184.420
