The intermediate and annual surveys and inspections of the outside of the ship's bottom reffered to in paragraphs (a)(iii), (c)(iv) and (a)(v) shall be endorsed on the Cargo Ship Safety Construction Certificate. PSCO observed that the Cargo Ship Safety Construction Certificate has not been updated to reflect the last two inspections of the outside of the ships bottom. The vessel presented a report from the RO with a bottom survey completed on 07JUN24, but this inspection is not on the certificate which leaves the last 2 inspections of the ships bottom more than 5 years ago.

A periodical inspection within 3 months either way of each annual anniversary date of the certificate to ensure that alterations have not been made to the hull or superstructures which would affect the calculations determining the position of the load line and so as to ensure the maintenance in an effective condition of fittings and appliances for: protection of openings, guard rails, freeing ports, and means of access to crew's quarters. Vessel's has not conducted an annual survey within 3 months either way of each annual anniversary date of 09AUG required by article 14(1)(c) of the Load lines Convention.

Each emergency generating set arranged to be automatically started shall have stored energy of three consecutive starts upon starting the secondary means of the emergency generator, one of the two batteries exploded within its housing. The extent of the damage is unknown. Due to the explosion PSCO could not re verify the primary and secondary means of starting or extent of damage.

After a battery exploded in the emergency generator starting arrangement #2, it was identifued that the safety management system for batteries mainteance was incomplete and did not specify proper maintenance. Secondary battery bank had no log of being checked.
