The fire-detection system, including detectors and alarms, on each towing vessel, is tested, installed and maintained in accordance with the manufacturers design manual. The FDS panel had a fault indicator light that was constantly burning. During a test of the heat detectors, there was no alarm, audible or visual on the panel at the operating station. Provide servicing in way of the FDS and demonstrate proper operation and functionality of the fire detection system to the satisfaction of an attending Coast Guard Marine Inspector prior to moving the vessel.

Resolution: Hiller Safe out of Charleston attended the vessel and stated that the mother board for the fire detection system was corrupted. Technician replaced the mother board and tested the system and found it to be fully operational and functional.

To stop the flow of fuel in the event of a fire or break in the fuel line on every towing vessel, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion engine or generator prime mover. The crew was unable to demonstrate the operation of the fuel shutdowns. It was determined that the shut down lever was inoperable and was replaced by the vessel representative on the spot. The fuel shut down was retested and found to be operating in a satisfactory condition.
Deficiency corrected on the spot.

Replace the batteries or provided additional evidence that the current batteries meet the manufacturers recommendations for use in this FDS system.
