Vessel port shaft sheered off during fleeting operations. Machinery systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons on board under normal and emergency conditions. Vessel is restricted from pushing cargo until repairs are complete. Vessel to be towed to Hebron, Kentucky for repairs. Prove proper repair to the satisfaction of the Coast Guard Marine Inspector.

No drills had been conducted on the GRIFFIN C since August 2019. The new crew that was aboard had not conducted a fire drill or received instruction since reporting aboard. The master must ensure that each crew member who has not participated in the drills required in paragraph (a) of this section and receive the instruction required by paragraph (a) receive a safety orientation within 24 hours of reporting for duty. Marine inspector conducted satisfactory fire drill.
