The condition of the ship and its equipment shall be maintained to conform wiht the provisions of the present convention to ensure that the ship in all respects will remain fit to proceed to sea without presenting an unreasonable threat of harm to the marine environment. PSCO observed multiple entries dated 5SEP22, 22AUG22, and 3JUN22 stating that the vessel ran the OWS wiht a throughput that exceeded the maximum throughput of 2m3/hr that was listed on the IOPP form A adn the approval plates on the OWS equipment.
