VESSEL'S SPEED AND DISTANCE INDICATOR IS NOT OPERATIONAL. VESSEL HAS BEEN GRANTED AN OUTBOUND LETTER OF DEVIATION FOR COTP ZONE COLUMBIA RIVER TO AFFECT REPAIRS IN BUSAN, SOUTH KOREA. 74 SOLAS (20) V/19.2.3.4.
