Each lifebuoy on a towing vessel must be outfitted and mounted to the vessel in the manner described in the regulations. Lifebuoys were mounted in a manner in which they could not be deployed, had lines for the water light and lifeline tied incorrectly around another line instead of the body of the ring, had line which was not long enough for the water light, and the clips to remove the water light from the line were not large enough to allow for rapid removal. Correctly outfit and mount the lifebuoys per the regulations listed prior to vessel operation.
