Personal equipment shall consist of the following: protective clothing of material to protect the skin from heat radiating 1from the fire and from burns and scalding by steam. The outer surface shall be water resistant. Inspectors noted that no firefighting ensembles were provided with flash hoods to suitably protect the neck and face.
