The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests:(1) Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10. The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility must perform the required inspections, maintenance procedures, and hydrostatic pressure tests. Marine Inspectors observed that all fire extinguisher onboard have not had the required annual servicing/inspection.

Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly, using the integrated test circuit and output indicator, to determine that it is operative; The EPIRB test required by paragraph (a) shall be logged or otherwise documented, as applicable. Marine Inspectors observed that the monthly test of the EPIRB are not being conducted and logged.

Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel is overdue for the required annual inspection and is restricted from operating until the vessel completes an annual inspection.

Deck rails must be designed and constructed to withstand a point load of 91 kilograms (200 pounds) applied at any point in any direction, and a uniform load of 74 kilograms per meter (50 pounds per foot) applied to the top rail in any direction. When, in accordance with § 178.210 of this chapter, a vessel must be provided with a stability letter, the stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. If posting is impracticable, the stability letter must be kept on board in a weathertight container readily available for use by the crew and display to passengers and others on request. Marine Inspectors observed that the Stability Letter is not on the vessel.

A vessel must have one or more ring life buoys as follows: A vessel of more than 7.9 meters (26 feet) in length, but not more than 19.8 meters (65 feet), must carry a minimum of one life buoy of not less than 610 millimeters (24 inches) in diameter. Vessel does not have installed a life ring. Vessel to properly install life ring with light and line prior to operation.

Each vessel certificated to operate on a limited coastwise route within three miles of land in warm water must either: Have on board a FCC Type Accepted Category 1 406 MHz EPIRB, installed to automatically float free and activate, and not be required to carry survival craft. Vessel to have onboard a properly installed EPIRB with hydrostatic release.

Each portable fire extinguisher on a vessel must be of an approved type. The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. Vessel to install 40-B:C, 10-B:C, and 2-A fire extinguisher in accordance with COI.

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. The FCC-licensed technician must use the latest FCC Information Bulletin, How to Conduct an Inspection of a Small Passenger Vessel. Vessel to have onboard a valid FCC Radiotelephony Certificate. 47 CFR 80.903

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Vessel to install anchor light. Vessel restricted to daylight operations. 46 CFR 183.420
