Inspection of the lifesaving appliances shall be carried out monthly using checklist required by Reg. 36.1 to ensure good working order. Item #3 on monthly check of embarkation ladder states to check mobile components and shackle. However, on 07JUL24 that item was not completed and the shackles were found not operable. Crew freed shackles on the spot. '74 SOLAS (20) III Reg. 7.2
