The operator of a vessel with a capacity of 250 barrels or more of oil shall provide transfer procedures that meet the requirements of 33 CFR 155.750. PSCO witnessed parts of the transfer procedures that were not completed including procedures for operating emergency shutdown, topping off tanks, making sure valves are closed following transfer, reporting discharges, etc. Provide a completed set of transfer procedures to the satisfaction of the USCG. Prior to conducting bunkering operations in the Port of New Orleans. 33 CFR 155.720
