Cargo tank must be equipped with a permanent or portable cargo gauging device that allows the operator to determine level of liquid cargo. The #1 center cargo tank radar level indicator was malfunctioning, and only reading 100 % full when the tank was empty 46 CFR 39.2003

Resolution: Vessel provided purchase confirmation of new tank radars, risk assessment, pictures of the new equipment and calibration certificates.
