Any piping system that penetrates the hull below the waterline must be fitted with an accessible valve, located as close to the hull penetration as is practicable, for preventing the accidental admission of water into the vessel either through such pipes or in the event of a fracture of such pipe. The non-integral keel coolers do not have a stop-valve, directly plumbed to the port and starboard engines. Vessel shall install valves at each intake and discharge of installed keel coolers. 46 CFR 143.250(d) Updated on 19May2026 through A/N: 8229590, compliance with this requirement shall be prior to completion of the vessel’s next scheduled drydock examination (due by 05Jul2028).

Existing vessels must meet the pilot house alerter and towing machinery requirements no later than 5 years after issuance of the first COI for the vessel. Vessel does not have pilot house alerter installed in either pilot house. Vessel is limited to single-shift operations. Any time a shift change is required, there shall be an alternate crew and a log entry made. 46 CFR 143.200(c)

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Outboard starboard rudder found with heavy deflection in rudder post from previous impact. In addition, rudder stiffener had a cracked weld. vessel to repair prior to credit drydock. 46 CFR 143.205(a)

Each cable or wire must be supported in order to avoid chafing or other damage. Engine room bilge wire from 120v breaker on aft bulkhead inboard of watertight door found to be chafed with electrical tape.

Electrical systems and equipment must function properly and minimize system failures and fire and shock hazards. On fly bridge, 02 electrical outlets were open, one damaged by space heater plugged in with light fire damage.

Each towing vessel operating in coastwise service must have a line throwing applicance approved under approval 160.040. Vessel does not have a line throwing applicance onboard.

The master must ensure tat all lifeaving equipment is properly maintained and ready for use at all times. Both ring life buoys had showed signs of heavy UV deterioration on grablines.

Each towing vessel must be equiped with an industrial type first aid kit or cabinet, appropriate to the size of crew and operating conditions...Must have blod pressure readings, splint broken bones, and large bandages. First aid kit was expired and did not have blood pressure or splint, or heavy bandages.

Decks and bulkheads designed to be watertight must be maintained in that condition. Bulkhead prenetration from engine room forward, outboard of watertight door (wire run) was open and required sealing. crew corrected on the spot.

Immersion suit carried on towing vessels must meet the requirements of subpart 199.70(c). Each immersion suit must be marked in such a way as to identify the vessel to which it belongs. Immersion suits were unmarked.

A towing vessel must carry adequate and up to date charts, maps, and nautical publications. Charts, including electronic charts acceptable to the Coast Guard. Vessel was operating with recreational version of rosepoint. Operator obtained commercial charts for trial and must provide evidence of full time solution.

Each towing vessel operating on and oceans , coastwise route must carry an (EPIRB), the name must be marked or painted on each EPIRB. NOAA registration sticker was not installed on EPIRB.

No later than July 22, 2019, the owner or managing operator must implement a health and safety plan... and include record keeping procedures. the owner, managing operator, or master must ensure that all persons onboard a towing vessel comply with health and safety plan. vessel did not have a health and safety plan onboard.

Each towing vessel operating in Oceans and Coastwise service must have a line throwing appliance approved under approval series 160.040. Marine inspector observed that vessel did not have line throwing appliance. 46 CFR 141.385; 50C

Lifejackets must have the following attachments and fittings:(1) Each lifejacket must have a lifejacket light approved under approval series 161.012 or 161.112 securely attached to the front shoulder area of the lifejacket.(2) Each lifejacket must have a whistle firmly secured by a cord to the lifejacket. The lifejackets on board did not have a whistle nor a light. Required to provide each lifejacket with a whistle and light. 46 CFR 141.340 (g)

Stowage positions for lifejackets stowed in a berthing space or stateroom and all lifejacket containers must be marked in block capital letters and numbers with the minimum quantity, and identity. The equipment may be identified in words or with the appropriate symbol from IMO Resolution A.760(18) (incorporated by reference, see § 136.112 of this subchapter). Required to label the location where the lifejackets are stowed. 46 CFR 141.340 (h)

Immersion suits or anti-exposure suits must be stowed so they are readily accessible. The stowage positions must be marked with either the words “IMMERSION SUITS” or “ ANTI-EXPOSURE SUITS” as appropriate, or with the appropriate symbol from IMO Resolution A.760(18). Required to label where the immersion suits are stored. 46 CFR 141.350 (b) 46 CFR 199.70 (c)

Storage of flammable or combustible products. Paints, coatings, or other flammable or combustible products onboard a towing vessel must be stored in a designated storage room or cabinet that is secured to the vessel. 46 CFR 142.225

Each towing vessel must be equipped with an industrial type first aid cabinet or kit, appropriate to the size of the crew and operating conditions. Required to replace expired eye wash and ensure everything in kit is valid. 46 CFR 140.435

Fire-detection systems on board the vessel, must be inspected or tested at least once every 12 months, as prescribed in paragraphs (a)(1) through (8) of this section. Required to test all smoke and fire detection systems annually. 46 CFR 142.240

Each towing vessel must be fitted with a general alarm that is capable of notifying persons in any accommodation, work space, and the engine room; and has installed, in the engine room and any other area where background noise makes a general alarm hard to hear, a supplemental flashing red light that is identified with a sign that reads: “Attention General Alarm - When Alarm Sounds or Flashes Go to Your Station". Required to install a general alarm in the engine room. 46 CFR 143.235

Each towing vessel must be equipped with a means to detect smoke in the berthing spaces and lounges that alerts individuals in those spaces. This may be accomplished by an installed detection system, or by using individual battery-operated detectors meeting UL 217 (incorporated by reference, see § 136.112 of this subchapter). Required to install smoke detectors in the staterooms. 46 CFR 142.330 (b)

Each watertight door and watertight hatch must be marked on both sides in clearly legible letters at least 25 millimeters (1 inch) high: ‘‘WATERTIGHT DOOR—KEEP CLOSED’’ or ‘‘WATERTIGHT HATCH—KEEP CLOSED". Required to label WT doors. 46 CFR 144.160 (e)

Adjust dogs to ensure closure of all watertight doors.

Fire Detection System;The design of the system and its installation on the towing vessel is certified and inspected by a registered professional engineer with experience in fire-detection system design, by a technician with qualifications as a National Institute for Certification in Engineering Technologies (NICET) level IV fire alarm engineering technician, or by an authorized classification society with equivalent experience.

Provide the appropriate number of Type I PFDs and Immersion Suits for the amount of individuals permitted on the vessel as it is listed on the vessel's COI. Currently your COI allows a total of 6 people on board.

If more than on lifebuoy is carried, at least one must not have a lifeline attached. (A detachable clip allowing quick release may be allowed)

The name of the towing vessel must be marked or painted in clearly legible letters on each EPIRB.

Hydrostatic release for float free EPIRB expired.

A towing vessel that is certificated for rivers, lakes, bays, and sounds must be equipped with either: an approved 160-B semi-portable fire extinguishing system to protect the engine room; or a fixed-extinguishing system (as defined in 46 CFR 136.110)installed to protect the engine room.
