When operating a vessel on a body of water where the discharge of untreated sewage is prohibited, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods include - (1) closing each valve and removing the handle; (2) padlocking each valve in the closed position; (3) Using a non-releasable wire tie to hold each valve in the closed position. Vessel has type III MSD system and system was not secured to prevent discharge. Secure the MSD system with one of the approved methods to the satisfactions of the attending marine inspector. 33 CFR 159.7(c)

Enough stability information, including stability calculations and assumptions made to use them, must be provided to allow the master to be able to determine operating guidelines, loading restrictions, and ensure compliance with the applicable intact and damage stability regulations of this chapter. The vessel has undergone a stability test and calculations have been submitted to the Coast Guard Marine Safety Center for review and issuance of a stability letter. The calculations are still under review and a stability letter has not been issued yet. The vessel must have onboard a valid stability letter issued by the U.S. Coast Guard prior to operating with passengers onboard.

If during such examination, inspection, or reinspection, any failure to comply with any applicable requirement of law and/or applicable regulations in this chapter, or any defects or imperfections become apparent tending to render the navigation of the vessel unsafe, or that repairs have become necessary, the Coast Guard will so notify the master and state what is required. The vessel may transit from Raymond, WA to O,ahu, HI carrying no passengers for hire. Upon arrival in HI and prior to carrying passengers for hire, the vessel shall undergo a new to zone inspection conducted by U.S. Coast Guard Sector Honolulu, HI.
