A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Vessel was due for drydock examination on 31AUG2024 and has yet to receive a drydock exam. 46CFR176.600(c)(1)

46 CFR 184.402 Except on a vessel limited to daytime operations, the compass must be illuminated. Compass light was disconnected. Vessel shall repair compass light to the satisfaction of attending USCG Marine Inspector. Vessel is restricted to daytime operations until compass light is operational.

33 CFR 83.23 (d) A power-driven vessel of less than 12 meters in length may, in lieu of the lights prescribed in paragraph (a) of this Rule, exhibit an all-round white light. All around white light is not operational. Vessel shall enact repairs to the satisfaction of attending USCG Marine Inspector. Vessel is restricted to daytime operations until light is operational.

47 CFR 80.159 (e) (1) Radio operator must hold a marine radio operator permit or higher class license. Master of vessel during inspection did not have a radio operator permit or a higher class license. Vessel must not operate with passengers beyond 1,000 feet from the nearest land at mean low tide unless a master with a marine radio operator permit or a higher class license is operating the vessel.

No marine employer shall engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer. An employer may waive a pre-employment test required for a job applicant by paragraph (a) of this section if the individual provides satisfactory evidence that he or she has: Passed a chemical test for dangerous drugs, required by this part, within the previous six months with no subsequent positive drug tests during the remainder of the six-month period; or During the previous 185 days been subject to a random testing program required by § 16.230 for at least 60 days and did not fail or refuse to participate in a chemical test for dangerous drugs required by this part. The employer was unable to provide pre-employment drug test result for one of the new hire employees placed in a safety sensitive position. 46 CFR 16.210

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radio beacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. The owner was unable to provide a FCC station license and installation certificate for the VHF and EPIRB. The VHF did not have the DSC capability operable. Vessel is restricted to LBS route not more than 1000 feet from shore until rectified. 46 CFR 184.502

Except on a vessel limited to daytime operations, the compass must be illuminated. The compass light conductor was found disconnected and the light was inoperable. 46 CFR 184.402

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. The operator chose an EPIRB as the primary lifesaving device as per 46 CFR 180.205(e). The EPIRB onboard is a CAT 2 EPIRB and was found installed under the canopy top without a hydrostatic release mechanism. The vessel is restricted to LBS voyages until rectified. 46 CFR 180.64

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child size life jackets are not mistaken for adult life jackets. The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets and immersion suits. Letters and numbers must be at least 50 millimeters (2 inches) high. Symbols must be at least 100 mm (4 inches) square. Child life jackets were found stored in the port aft storage locker with adult life jackets. The owner moved the child life jackets to the port forward bench locker. The new stowage location was not marked for child life jackets. 46 CFR 185.604(f)

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. The primary branch protection fuse is a 100 amp ANL fuse. The ANL fuse is not a cartridge type fuse and does not meet 46 CFR 183.380(l). This fuse cannot be accepted. Install a UL listed cartridge fuse that is either a Class CC, G, H, J, K, RK1, RK5, or T. 46 CFR 183.380(l)
