46CFR39.2001(j) Each vessel vapor connection flange face must have a permanent stud projecting outward that has a 12.7mm (.5inch)diameter and is at least 25.4mm (1 inch) long. It must be located at the top of the flange face, midway between bolthols, and in line with the bolt hole pattern. PSCO observed the port foward vapor control line did not have a permantly fixed stud. Dificiency must be rectified prior to utilizing the port foward vapor control line.

Resolution: Prior to exam completion/departing vessel, PSCO confirmed that stud was permanently afixed to flange face.
