02107- PSCO observed the quick closing fuel shutoff valve (OM001) on the HFO service tank actively leaking. Ship's crew attempted to secure leaking by wrapping the stem of the valve with rubber and a hose clamp. A requirement was issued to provide a class report attesting to the valve’s repair.
