The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, means shall be provided to control leaks o flammable liquids. PSCO observed excessive fuel oil in bilges due to an unsecured sampling point on delivery pump to diesel oil service tank #2. SOLAS (Cons 2020) II-2/4.1.1
