Each survival craft must be stowed so that when the vessel sinks the survival craft floats free and, if inflatable, inflates automatically. On-board survival craft free float arrangement is not set-up in a manner that would allow the survival craft to float free. Float-free arrangement is not attached to a release mechanism (pelican hook), as required by manufacturer. Primary securing straps for survival craft is completely wrapped around unit, preventing inflation of unit if required.
