Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported loss of propulsion due to line becoming wrapped in the port wheel. TPO report to the satisfaction of the USCG required. TPO report must attest to the satisfactory operation of propulsion prior to movement. 46 CFR 143.205(a)
