Efficient guard rails shall be fitted on all exposed parts of the freeboard and superstructure decks. The opening below the lowest course of the guard rails shall not exceed 230 millimeters. The other courses shall be not more than 380 millimeters apart. PSCO observed broken and bent guard rails along the deck on the starboard side.
