At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following external inspection of fuel tanks and inspection of tank vents, piping, and pipe fittings. MI witnessed the port fuel hose that connects the fwd and aft tank to have tears and damaged.

A self priming, power driven fire pump must be installed on each vessel. The minimum capacity of the fire pimp must be 10 gallons per minute and capable of projecting a hose stream from the highest hydrant, through the hose and nozzle... a distance of 25 feet. The fire pump was inoperable and could not produce pressure.
