Each ring life buoy on a vessel must be approved in accordance with § 160.050 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.150. MI observed ring life buoy grab line worn beyond repair. Replace grab line within one week. 46 CFR 180.70 (b) (1)

Chemical testing of personnel must be conducted as required by this subpart and in accordance with the procedures detailed in 49 CFR part 40. MI observed 01 crewmember with expired drug testing documentation. Provide proof of completed drug testing within one week. 46 CFR 16.201

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. The FCC-licensed technician must use the latest FCC Information Bulletin, How to Conduct an Inspection of a Small Passenger Vessel. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. Communications Act Radiotelephony Certificates may be obtained from the Commission's National Call Center—[phone withheld]—or from its forms contractor. MI observed vessel without Safety Radiotelephony Certificate. Provide proof of certificate within one week. 47 CFR 80.903

A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. Vessel's floating waterlight attached to the ring life buoy was found to be non operational. Vessel is limited to daylight hours only. Replace waterlight to the satisfaction of Marine Inspector. 46CFR180.70(d)

Vessel must undergo an annual inspection as specified in paragraph (b)(1) of this section. Vessel must undergo an annual inspection within 3 months before or after each anniversary date. Vessel's anniversary date was 02JUN2024, and vessel is past 3 months from said date. Vessel shall not operate with passengers until an annual inspection has been completed. 46CFR176.500(b)

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in 4.03-2 of subchapter A of this chapter shall comply with the requirements of 4.06 in subchapter A of this chapter. The marine employer must have a sufficient number of alcohol testing readily accessible on board the vessel. Vessel did not have any chemical testing devices on board or ashore. 46 CFR 185.212 46 CFR 4.06-15(1)

The master of the vessel shall ensure that: Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly. Vessel did not have a record prepared to conduct monthly inspections. 46 CFR 185.728(a)

The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: monthly inspections required by NFPA 10 may be conducted by the owner, operator, person in charge, or a designated member of the crew. Vessel did not have a means to record monthly inspections of portable fire extinguishers. 46 CFR 176.810(b)(1)(ii)

A vessel must carry either a first aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. Each first aid kit must meet the requirements in ISO 18813:2006(E) paragraph 4.12. Vessel's first aid kit was missing required items. 46 CFR 184.710 46 CFR 199.175(b)(10)

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy. Vessel's ring life buoy lanyard was less than 3 feet. 46 CFR 180.70(d)(2)

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for the station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. Vessel did not have safety radiotelephony certificate. Restricted to 1000' from shore. 46 CFR 184.502 47 CFR 80.901

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Vessel did not have emergency broadcast placard posted. 46 CFR 18.506
