A vessel must comply with the structural design requirements of one of the standards listed below for the hull material of the vessel. Aluminum hull vessels:(1) Lloyd's Yachts and Small Craft; or(i) For a vessel of more than 30.5 meters (100 feet) in length: ABS Aluminum Vessel Rules (incorporated by reference, see 46 CFR 175.600); or(ii) For a vessel of not more than 30.5 meters (100 feet) in length: ABS Steel Vessel Rules (<61 Meters), with the appropriate conversions from the ABS Aluminum Vessel Rules; or(2) ABS High Speed Craft. Identified a cracked weld on the aft transverse structural frame in the port steering void & a missing weld on the aft transverse structural frame in the starboard steering void. Make permanent repairs to the satisfaction of the attending CG Marine Inspector. 46CFR177.300

The number of penetrations in a watertight bulkhead must be minimized. A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. Identified (2) non-sealed watertight bulkhead penetrations in the fuel tank void, and (2) non-sealed watertight bulkhead penetrations in the steering compartment due to deteriorated seal material. Make the watertight bulkhead penetrations watertight. 46CFR179.320

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. The hot water heater pressure relief valve does not have an attached flexible hose or piping to direct potential discharge to the bilge. Install a means to direct potential hot water heater relief valve discharge to the bilge. 46CFR176.830

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crew members on inspected vessels. vessel does not have a DAPI program. 46 CFR 16.230(a)

A vessel which, under § 178.310 of this part, complies with requirements in sub chapter S of this chapter, must have stability details on the vessel's Certificate of Inspection, a stability letter issued by the cognizant Officer in Charge, Marine Inspection (OCMI) or the Commanding Officer, Marine Safety Center, or an approved stability booklet. Vessel did not have any stability information. Conducted an incline stability test awaiting letter from MSC. 46 CFR 178.210(b)

The master shall conduct sufficient drills and give sufficient instructions to make sure that all crew members are familiar with their duties during emergencies that necessitate abandoning ship or the recovery of persons who have fallen overboard. Vessel is a new construction and has not conducted drills.

Stations in the maritime service must be licensed by the FCC either individually or by fleet. Vessel did not have a FCC license or a call sign. Vessel is expected to get call sign and license when in Florida. 47 CFR 80.13(a)
