Means shall be provided to control leaks of flammable liquids. PSCO ovserved fuel leaks around both port and stbd main engines' fuel pumps and fuel return lines connections. Additionally, PSCO observed fuel leaks in purifier room and excessive fuel oil purifiers and containment under the boiler burner. 74 SOLAS(20) II-2/4.1.1

The normal equipment of every lifeboat shall consist of watertight recepticals containing a total of 3 Liters of fresh water for each person the lifeboat is permitted to accomodate. PSCO observed that each lifeboat states it accomodates 30 persons. The vessel's Cargo Ship Safety [name withheld] states that each lifeboat can accomodate 28 persons.
