The transfer procedures required by § 155.720 must contain a description of each transfer system on the vessel and procedures for topping off the tanks. Vessel transfer procedures did not include any details on using the nitrogen system on board the vessel. Vessel shall include specific details regarding the nitrogen system and how it should be used in conjunction with the cargo that will be carried on board the barge. 33 CFR 155.570

Before any liquid or liquefied gas listed in Table 151.05 may be carried in an unmanned tank barge, the certificate of inspection issued to such barge shall be appropriately endorsed to show approval to transport such cargo. Cargo Authority Attachment (CAA) has not been issued yet and endorsement referencing such has not been included on COI. Vessel shall not conduct any cargo operations until CAA has been provided. 46 CFR 151.01-20(b)

All gauging devices and related fixtures which form a part of the cargo containment barrier shall be of suitable material and shall be designed for the pressure and temperature of the cargo. Vapor line pressure gauges measuring range was from 4 PSI to 4 in. Hg. High velocity pressure vacuum valve is set to 6 PSI. Install appropriate valve for the range of the HV pressure vacuum valve installed. 46 CFR 151.15-10(e)

The respective piping systems installed on ships and barges shall have the necessary pumps, valves, regulation valves, safety valves, relief valves, flanges, fittings, pressure gages, liquid level indicators, thermometers, etc., for safe and efficient operation of the vessel. Barge's nitrogen system was still missing metallic flexible hoses connections to the vapor line. Vessel shall installed missing connections to the vapor line in accordance with the drawings approved by Marine Safety Center (MSC). 46 CFR 56.01-1(b)
