An emission control area designated for TIER II NOx, the operation of a marine diesel engine that is installed on a ship is prohibited except when the emission of the nitrogen oxides from the engine is within the following limits 3.4 g/kWh when n is less than 130 rpm. Vessel reports flowmeter in SCR inoperative causing system failure. MARPOL ANNEX VI/REG 13.5.1.1

PSCO observed MARPOL Annex VI logbook entries in the Oil Record Book. MARPOL ANNEX VI/REG 13.5.3
