Vessel reports flowmeter in SCR inoperative causing system failure.

The tier and on/off status of marine diesel engines installed on board a ship which are certified to both Tier II and Tier III shall be recorded in such logbook or electronic record book as prescribed by the Administration at entry into and exit from a NOx Tier II emission control area or when the on/off status changes within such an area. PSCO observed MARPOL Annex VI logbook entries in the Oil Record Book.
