Other than excepted vessels, each towing vessel must be arranged so that the following essential loads can be energized from two independent sources of electricity: High bilge level alarm. Vessel's high bilge level alarms were not connected to a secondary independent source of electricity, making the alarm inoperable when primary electrical source of power was disconnected. Provide secondary independent source of power for high bilge level alarms.
