The BWMS must be installed in accordance with § 151.2035(b) of this subpart. Following installation, the master, owner, operator, agent, or person in charge of the vessel subject to this subpart must properly maintain the BWMS in accordance with all manufacturer specifications. Vessel is using one of their ballast water pumps to replace a deluge pump onboard due to deluge pump failure. Vessel is required to replace ballast water pump when new pump arrives and contact USCG to conduct a test of the deluge and ballast water pump operation.

Each generator arranged for parallel operation must have reverse-power or reverse-current trips. Vessel was unable to perform reverse power relay test. Vessel was given since the initial COI in 2024 to prove testing.

Each lifebuoy must be marked in block capital letters with the name of the vessel and the name of the port required to be marked on the stern of the vessel under § 67.123 of part 67 of this chapter. Vessels name was faded on all lifebuoys.

No extensive alterations involving the safety of a tank vessel either in regard to hull or machinery shall be made without the approval of the Commandant. Before such alterations are carried out, copies of plans and specifications in triplicate for the work involved shall be forwarded to the Officer in Charge, Marine Inspection, in whose zone the repairs will be made, for submission to Headquarters for approval. If approved one set of the plans and specifications, properly stamped and dated, shall be returned to the owner or to the repair yard designated by the owner; one set to the Officer in Charge, Marine Inspection, who forwarded the plans and specifications to Headquarters; and one set shall be retained at Headquarters. If such plans and specifications are not approved, the Commandant shall promptly notify the owner or designated shipyard wherein they fail to comply with the regulations in this chapter. No extensive repairs to the hull or machinery which affect the safety of a vessel shall be made without the knowledge of the Officer in Charge, Marine Inspection.

Crowley has been granted extension of the deadline for permanent repairs until the next scheduled drydock. As a temporary measure to restore structural strength, Crowley proposes: - Cropping and replacing the tripped portions of the flat bar stiffeners with new stiffeners fitted to the damage profile. - Adding a longitudinal stiffener along the center of the inset area, running between adjacent transverse frames. This stiffener will be of similar material to the transverse stiffeners being replaced and will further restore strength. - Establish a monthly maintenance task on or electronic compliance program, to visually inspect location ensuring integrity. These temporary repairs will be performed while the barge remains afloat, ensuring structural integrity until a full repair can be completed in dry-dock. Visual inspection ensures vessel integrity during the period of the Condition of Class. This approach presents the lowest risk to the barge while allowing for a more effective permanent repair. Vessel is to follow temporary repair sketch as approved.
