THE GENERAL EMERGENCY ALARM SYSTEM SHALL BE AUDIBLE THROUGHOUT ALL THE ACCOMMODATION AND NORMAL CREW WORKNG SPACES. PA SYSTEM WAS NOT REACHING AN EFFICIENT VOLUME THROUH THE SHIP. VESSEL SELF REPORTED PA STSTEM AS INOPERABLE PRIOR TO ARRIVAL AND PROVIDED A FLAG DISPENSATION FOR THE SYSTEM.
