The purpose of this regulation is to prevent the ignition of combustible materials or flammable liquids. For this purpose, the following functional requirements shall be met, means shall be provided to control leaks of flammable liquids. PSCE discovered an accumulation of diesel fuel in a catch bucket under the fuel tank valve in the emergency generator room, fuel soaked lagging adjacent to the fuel oil filter of the main engine and pooling of oil under the main engine. 74 SOLAS (04) II-2/4.1.1
