04109- Emergency Systems - Every crew member with assigned emergency duties shall be familiar with these duties before the voyage begins. PSCO observed crew was unfamiliar with ships fire and abandon ship procedures. Crew failed to muster after fire alarm was signaled and were unable to operate portable VHF radios while fighting the fire. During abandon ship drill, crew failed to follow duties IAW muster list.
