A vessel on a limited coastwise route must carry six hand red flare distress signals and six hand orange smoke signals. A red hand flare distress signal may be substituted for any of the hand orange smoke distress signals. Vessel's red flare distress signals are expired. Replace. 46 CFR 180.68/ 17C.

Each item of survival craft equipment must be of good quality, and efficient for the purpose it is intended to serve. 01 port & 01 stbd life float had cracks and were in poor condition. Repair. 46 CFR 180.175/ 16C.

When operating a vessel on a body of water where the discharge of untreated sewage is prohibited, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods include - (1) closing each valve and removing the handle; (2) padlocking each valve in the closed position; (3) Using a non-releasable wire tie to hold each valve in the closed position. Vessel has type III MSD system and system was not secured to prevent discharge. 33 CFR 159.7 (c) 16C.

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions and information, specific to the individual vessel. Vessels emergency broadcast placard was missing. Install. 46 CFR 184.506, 16C.

Each vessel must be equipment with at least two operable portable battery lights. Vessels second portable battery light inoperable. 46 CFR 183.430, code 16C.

The owner, charterer, master or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency including, but not limited to, the emergency instructions listed on the emergency instruction placard required by § 185.510 of this part and, when applicable, the duties listed in the station bill required by § 185.514 of this part. Crew were unfamiliar in properly operate the electric fire pump activation controls both at the helm, and at the pump withing the activation sequence, to energize the electric fire pump. Train and demonstrate proficiency in the operation for the satisfaction of an attending USCG Marine Inspector and provide training. 46 CFR 185.420, Code 701C.

The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b). Portable fire extinguisher located in main deck, mid ship, port side was found with missing pressure. V, code 701C.

Each life float must be fitted with a lifeline, pendants, two paddles, a painter, and a light. The light must be a floating waterlight approved under approval series 161.010 or other standard specified by the Commandant. The waterlight in all four life floats are missing the batteries AA Lithium L91 as required by manufacturer. 46 CFR 180.175 (d), code 701C.

At least one ring life buoy must be fitted with one floating waterlight, unless it is limited to daytime operation. Lifering waterlight was found without required batteries. 46 CFR 180.(d), code 701C.

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions shall be posted for the visibility of crew and passengers. 46 CFR 185.510. code 16C

The Certificate of Inspection must be posted under glass or other suitable transparent material, such that all pages are visible, in a conspicuous place on the vessel where observation by passengers is likely. Post Certificate of Inspection. 46 CFR 176.302, code 16C.

When, in accordance with § 178.210 of this chapter, a vessel must be provided with a stability letter, the stability letter must be posted under glass or other suitable transparent material, such that all pages are visible, at the operating station of the vessel. 46 CFR 176.306, Code 16C.

Watertight bulkheads for subdivision and damage stability, each vessel must comply with the Type II subdivision and damage stability requirements of §§ 171.070 through 171.073 and 171.080 of this chapter if carries more than 49 passengers. Vessel is restricted to the carriage of more than 49 passengers or less until plan approval for subdivision is received to the satisfaction of the USCG Marine Safety Center. 46 CFR 179.212 (a)(2) Code 705C (Until MSC approves Plan)

The initial inspection is conducted to determine that, the materials, workmanship, and condition of all parts of the vessel and its machinery and equipment may be checked to determine if the vessel is satisfactory in all respects for the service intended. Vessel was constructed and moving to new OCMI zone. Conducted New to Zone inspection to the satisfaction of the OCMI zone in San Juan, Puerto Rico. 46 CFR 176.402(b)

An owner may submit any plans, manuals, or calculations, required to be submitted to the OCMI under this part, to the Commanding Officer (MSC). Vessel had 02 drawings (120v AC and 12v DC) returned for revision by MSC and submitted subdivision calculations. Make corrections and receive plan approval to the satisfaction of the Coast Guard Marine Safety Center. 46 CFR 177.202(d)
