When necessary for safe operation, the cognizant OCMI may place specific stability restrictions in a stability letter or on the Certificate of Inspection of a vessel not more than 65 feet (19.8 meters) in length, which, under § 178.310 of this part, complies with the requirements of § 178.320 of this part. There must be a means to prevent passengers from entering the restricted areas as labeled on the stability general arrangement drawing; i.e. chain, cable, line with appropriate signage. 46 CFR 178.210

A propulsion engine control system, including pilothouse control, must be designed so that a loss of power to the control system does not result in an increase in shaft speed or propeller pitch. Vessel is fitted with electronic controls which require a propulsion control system drawing which is to be submitted to MSC along with a "Test Protocol" which should consist of a limited QFA and DVTP, only including analysis of a loss of power to the control system. 46 CFR 184.620(c)
