No repairs or alterations affecting the safety of the vessel with regard to the hull, machinery, or equipment, shall be made without the knowledge of the Officer in Charge, Marine Inspection. Damaged Area/Deformation was found in the #2 port void at frame #13 localized on side longitudinal 7th stiffener which has a crack at the top of the material/metal that goes through material/metal. Damaged Area/Deformation appeared to be approximately 24x12 above and below side longitudinal. Provide repair proposal to attending Marine Inspection prior to making repairs. 46 CFR 91.45-1(a)

Resolution: A visual inspection of the steel insert approximatly 32"x12" above and below side longitudinal was conducted. Crack on the stiffener had been ground out and re-welded, the tripping bracket on the forward side of the frame was replaced. All Sat.
