Observed STBD side AFT cleat sheered in half. Replace cleat to the satisfaction of the attending [name withheld] within one week.

A vessel of not more than 19.8 meters (65 feet) in length is not required to carry a rescue boat unless: The cognizant OCMI determines that the vessel is designed, arranged, or involved in operations so that the vessel itself cannot serve as an adequate rescue craft. Vessel's rescue ladder does not meet the specific guidelines as per Sector St. Petersburg's Work Instruction MPS-WI-SECSP, Rescue Platforms as an Alternative to Rescue Boats on Small Passenger Vessels. Specifically, MIs observed the ladder to not be equipped with an appropriate platform landing of at least 36 X 36 inches.

The installation of fuel lines, including pipe, tube, and hose must comply with the requirements of this paragraph. Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. MI observed the installed fuel shut off valves for each tank installed after an approximate 18 inches of flexible hose coming off the tank connection.
