NAUTICAL TIKI CRUISES

The vessel must undergo an annual inspection within the 3 months before or after each anniversary date. The COI anniversary date is November 22nd, the annual inspection must be completed no later than 02/22/2025, and is considered overdue. Complete the required annual inspection with the attending CG Marine Inspector. 46CFR176.500

The Certificate of Inspection and any SOLAS Certificates must be posted under glass or other suitable transparent material, such that all pages are visible, in a conspicuous place on the vessel where observation by passengers is likely. If posting is impracticable, such as in an open boat, the certificates must be kept on board in a weathertight container readily available for use by the crew and display to passengers and others on request. The COI is not onboard the vessel. Place the COI onboard the vessel. 46CFR176.302

A marine employer whose vessel is involved in a casualty or incident that is, or is likely to become, a serious marine incident as defined in § 4.03-2 of subchapter A of this chapter shall comply with the requirements of § 4.06 in subchapter A of this chapter. Vessel's alcohol test swabs expired on 10/31/2024. Replace with non-expired alcohol test swabs. 46CFR185.212

Unsafe practices: At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. Identified non-marine electrical extension cords connected to decorative lighting, being supplied electrical power from an inverter connected to the vessel batteries, which is not IAW the vessel's approved electrical plans, drawings, and specfications. Restore the vessel's electrical system IAW the approved Electrical One-Line Diagram and Load Analysis, Serial: E2-2303489, dated October 10, 2023. 46CFR176.830

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10), and may be considered acceptable if it meets all of the requirement of ISO 18813:2006(E). Replace expired kit contents. 46CFR184.710

Unsafe practices: At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected and all required guards and protective devices must be in satisfactory condition. Vessel does not have a means to effectively remove the aprox 10 deck covers, preventing inspection the voids and bilge. Provide a means on-board the vessel to remove the deck covers to allow for inspection of voids and bilge during normal and emergency conditions. 46CFR176.830

The emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in § 185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. Add emergency instructions to vessel. 46CFR185.510

All-round light means a light showing an unbroken light over an arc of the horizon of 360 degrees. The vessel's all-round light is non-operational. Repair or replace the vessel's all-round light to the satisfaction of the attending CG Marine Inspector. 33CFR83.21

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date:(1) Charts of large enough scale to make safe navigation possible;(2) U.S. Coast Pilot or similar publication;(3) Coast Guard Light List;(4) Tide tables; and(5) Current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority.(b) Extracts from the publications listed above for the areas to be transited may be provided instead of the complete publication. Chart is expired and vessel is missing all nautical publications. Place on board the vessel, a current chart and nautical publications. 46CFR184.420

A vessel on a lakes, bays, and sounds, or rivers route must carry: Three hand red flare distress signals approved in accordance with § 160.021 in subchapter Q of this chapter, or other standard specified by the Commandant; and(2) Three hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel is missing (2) orange smoke distress signals. Add (2) orange smoke distress signals to the vessel. 46CFR180.68

Each vessel must be equipped with at least two operable portable battery lights. One of these lights must be located at the operating station and the other at the access to the propulsion machinery space. Vessel does not have any portable battery lights on-board the vessel. Install two operable portable battery lights. 46CFR183.430

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (21/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. Vessel is missing two fire buckets. 46CFR181.610

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 × 30 mesh. The flame screens or flame arresters must be of such size and design as to prevent reduction in the net cross sectional area of the vent pipe and permit cleaning or renewal of the flame screens or arrester elements. Fuel tank vent flame screen is blocked with debris. Clean or replace the fuel tank vent flame screen to the satisfaction of the attending CG Marine Inspector. 46CFR182.450

The owner, charterer, master or managing operator shall instruct each crew member, upon first being employed and prior to getting underway for the first time on a particular vessel and at least once every three months, as to the duties that the crew member is expected to perform in an emergency including, but not limited to, the emergency instructions listed on the emergency instruction placard required by § 185.510 of this part. Drills have not been completed on-board the vessel since the Initial COI Inspection on 11/20/2023. Drills are required to be completed as stated above. 46CFR185.420(a)

Crew training shall be logged or otherwise documented for review by the Coast Guard upon request. The training entry shall include the following information.(1) Date of the training; and(2) General description of the training topics. The only documented drills are from the vessel's Initial COI Inspection on 11/20/2023. All crew training shall be logged and documented for review by the Coast Guard upon request. 46CFR185.420(d)
