Requirements for marine radar are set forth in 33 CFR 164.72. (a) Except as provided by § 164.01(b), each towing vessel must be equipped with the following navigational-safety equipment:(1) Marine radar. By August 2, 1997, a marine radar that meets the following applicable requirements:(i) For a vessel of less than 300 tons gross tonnage that engages in towing on navigable waters of the U.S., including Western Rivers, the radar must meet—(A) The requirements of the Federal Communications Commission (FCC) specified by 47 CFR part 80... Marine Radar was found in-op. Radar was unable to transmit. Make repairs to radar and provide objective evidence of proper operation.

All portable fire extinguishers, semi-portable fire extinguishing systems, fire-detection systems, must be inspected or tested at least once every 12 months, as prescribed in paragraphs (a)(1) through (8) of this section... Fire detection system was not serviced in 2024. Provide inspection report of all required fire fighting equipment.

Piping and machinery components that exceed 428 degrees including fittings, flangers, valves, exhaust manifolds, and turbochargers must be insulated. Insulation was not installed on STBD turbo.

A towing vessel must carry a combination of day and night visual distress signals indicated in Table 141.370 of 141.370 for specified areas where the vessel operates. Vessel had insufficient amount of day and night signals. 3 day / 3 night distress signals required.

Each towing vessel must have either a self-priming, power driven, fixed fire pump, a fire main... Portable fire pump was seized due to freezing temps. Provide MI proof of proper operation of pump, and required hoses.

There must be an installed or portable bilge pump for emergency dewatering. Portable bilge pump did not start. Provide proof of operation.

At least two lifebuoys on a towing vessel greater than 26 feet must be fitted with a floating electric water light approved under approval series 161.010 or 161.110... Buoy lights were found extinguished, replace with new.

A towing vessel must carry a combination of day and night visual distress signals indicated in Table 141.370 of 46 CFR 141.370 for specified areas where the vessels operates. (Rivers: 3 day and 3 night). No visual distress signals were found onboard.

Life Jackets: Each life jacket must be marked (1) in block capital letters with the name of the vessel... each life jacket must have a life jacket light approved under approval series 161.012 or 161.112 securely attached to the front shoulder area of the life jacket... Stowage; all life jacket containers must be marked in block capital letters and numbers with the minimum quanitity, identity stowed inside the container.

Individual circuit breakers on switchboards and distribution panels must be labeled with a description of the loads they serve. 24v panel was discovered with no labeling for breakers.
