The words "FIRE BUCKET" must be stenciled in contrasting colors on each fire bucket. One fire bucket is not labeled. Label the same.

Distress signals must be stowed in a portable watertight container marked "DISTRESS SIGNALS". No container is provided. Provide and properly mark the same.

The installation and location of fire extinguishers must be to the satisfaction of the OCMI. The brackets for fire extinguishers on not properly mounted. Mount brackets in the locations discussed. (One aft on the head bulkhead and forward port or starboad corner).

Machinery spaces or spaces containing gasoline fuel tanks must be ventilated IAW 46 CFR 182.460. The deck box containing the fuel tank is not properly ventilated. Provide natural ventilation with an area of not less than 88.575 inches in fuel tank deck box.

At each inspection, all fire hazards must be corrected. The arrangement of the fuel tank within a deck box may allow for the accumlation of vapors inside which may be ignited at the ventilation opening. Install 30X30 mesh screens over the deck box ventilation.

As appropriate for the intended voyage, a vessel must carry adequate & up-to-date charts & light list. No chart or light list is provided. Provide the same.

A ring buoy on a vessel must be readily accessible. Mount ring buoy in a readily accessible location.

The minimum number of portable fire extinguishers required on a vessel must be acceptable to the cognizant Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table 181.500(b) and other provisions of this section. Vessel did not have a 40-B:C in vicinity of machinery space.

An adult life jacket must be provided for each person carried on board a vessel. COI requires 33 adult lifejackets to be onboard the vessel. Vessel only has 28 adult lifejackets onboard. Vessel is restricted to carrying 26 passengers until more lifejackets are procured.

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. First aid kit contents were expired.

Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. Remote fuel shutoff valves were not marked.

Sidelights mean a green light on the starboard side and a red light on the port side each showing an unbroken light over an arc of the horizon of 112.5 degrees and so fixed as to show the light from right ahead to 22.5 degrees abaft the beam on its respective side. Vessel sidelights are obstructed by swim ladder and anchor box and not visible through entire 112.5 arc. Vessel is restricted to daylight operations until lights are relocated.

For vessels other than those covered in paragraphs (b) and (c) of this section, the name of the vessel must be marked on some clearly visible exterior part of the port and starboard bow and the stern of the vessel. The hailing port of the vessel must be marked on some clearly visible exterior part of the stern of the vessel. Vessel name and hailing port are not marked on bow or stern.

A ship, except a ship of less than 26 feet in length, must have a placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station, stating the following: Discharge of Oil Prohibited The Federal Water Pollution Control Act prohibits the discharge of oil or oily waste into or upon the navigable waters of the United States, or the waters of the contiguous zone, or which may affect natural resources belonging to, appertaining to, or under the exclusive management authority of the United States, if such discharge causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water. Violators are subject to substantial civil penalties and/or criminal sanctions including fines and imprisonment. Oil pollution placard was missing.

Each vessel must— (1) Have permanent draft marks at each end of the vessel; or (2) Have permanent loading marks placed on each side of the vessel forward and aft to indicate the maximum allowable trim and amidships to indicate the maximum allowable draft. Vessel does not have draft or loading marks on hull.
